Provisioning Customized Risk list to existing Project site

We have on premise Microsoft on Premise Project Server 2019. I have a customized Risk list on one of the project sites and created a Project site template. The new project site has the customized risk list. Is it possible to customize risk list to all existing project sites through PowerShell or code and without having to manually add it individually?  

I came across Paul article on remote provisioning. Is there a similar functionality available for on Premise 2019 server?

    Yes you should be able to do that using a similar logic, https://learn.microsoft.com/en-us/powershell/sharepoint/
