Project Web App reporting errors - license issue?
I recently had my license downgraded from a Project Premium (under old license structure) to Project Plan 3. I am no longer able to refresh reports without getting an error and also can no longer use Power BI desktop to refresh reports - I get a permissions error. Is this because of the license change?

What is the error message and where are you seeing this? Project Plan 3 does allow access to the Project Online PWA reporting API. https://docs.microsoft.com/en-us/office365/servicedescriptions/project-online-service-description/project-online-service-description#project-online-features
Have your PWA permissions been updated? You will need access to to a PWA Group that allows "Access Project Server Reporting Service".
