Project Roadmap / User cannot create roadmap

To use the Roadmap, a user must have either a Project Plan 3 or Project Plan 5 license. Hope this helps.

- Dear Dale, your hint helped us solve it. User had assigned a Project Plan 3 license, only the component "Project Online Desktop Client" of that license was deactivated for the user.
