Project Permission for program Managers

The view only access to all projects in PWA and all project sites in PWA is simple enough, the default "Portfolio Viewers" group will give you that. The edit access to the Issues and Risks lists is based on the below:
Without giving "Program Managers" Manage SharePoint Foundation permission or Save Project permission to all projects, you'd have to ensure all program managers were assigned to a task in every project.

Thank you Paul. Appreciate your help.
I have a Program Manager role created on PWA. This permission on role has Publish Project, Save Project and Manage SharePoint Foundation permission not selected. With this permission, the project schedule opens in read only mode as desired but the Risk list allow view only and does not have option to edit or new.
After adding the user to the Project team, new/edit option on Risk list is available for the program manager role.
