Project online setting up Phase gates workflows

Project online setting up Phase gates workflows, I have been following the instructions on

"Create a sample Project Web App workflow https://learn.microsoft.com/en-us/project/create-a-sample-project-web-app-workflow"

and it informs me to use SharePoint Designer as this is going obsolete on 12 Dec 2023 is there another way of implementing the phase gate workflows?
