Project online : Sharing and Notifications on project
Hello AshishT1550 ,
All users will be in the same Azure AD domain so they will be able to have access to Project Online on that tenant. Notifications (if enabled) will be sent to the users primary SMTP which should be the same as the UPN of the user.

As per this MS Documentation the external user collaboration seems to be only possible in PP3 and PP5Hello AshishT1550 ,
External sharing would need to be enabled on the site collection. Details on external sharing here: https://docs.microsoft.com/en-us/projectonline/using-project-online-with-external-users

will the user be able to share it with external domains as well?if yes then how can we restrict them from doing this?
