In Project for the Web (to which I believe you erroneously refer as Project Online), there is no functionality that allows a line manager or resource manager to approve resource assignments on tasks. On the other hand, if you were using Microsoft Project with Project Online, there IS functionality like this. It is known as the Resource Engagement feature. Hope this helps.
