MicrosoftProject for the Web vs Desktop client access
With a license for Project Plan 5 without Project Client for faculty don’t have the ability to create projects in Project for the Web and only have read-only permissions to view existing projects. I am licensed for “Project Plan 3 for faculty” and have the access to Project for the Web I would expect. My license also gives me the desktop client and the “Project Plan 5 without Project Client for faculty” obviously does not, but being licensed (or not licensed) for the desktop client shouldn’t impact a person’s Project for the Web access, right? “

That is correct, Project Desktop is not required for Project for the web. Has Project for the web been turned of for the user/s? This link might help What is Project for the web? (microsoft.com)
