- Users with a Plan 1 or Plan 3 license with just the default Team Member permissions can edit the project in any way they want. There are few limitations to what Plan 1 license user can do, but it's limited by the license and not the assigned permissions.
We opened a ticket with Microsoft on this and they confirmed our findings that the assigned license privileges trump assigned permissions.

Unless I am totally misunderstanding the default permissions in Project for the Web, only the designated project manager can edit the project. Team members, regardless of whether they have a Project Plan 1 or Project Plan 3 license, can only update % Complete and mark tasks as completed. This is just how the software works, at least for the moment. Sorry, but hope this helps.

OUCH! Thanks for jumping into this thread. Truth be known, I do not spend much time nowadays, given the fact that most of my work is with the Microsoft Project desktop application, Project Online, and Project Server. You insight was helpful. Thanks for sharing.
