Project for the web doesn't have a granular access model unfortunately. A view access license is possible at the tenant level but not project per project: https://docs.microsoft.com/en-us/project-for-the-web/office-365-user-view-access-to-project-and-roadmap

Is it generally possible to restrict delete of projects only to System-Admin? We must avoid, that user delete a project by accident, as it cannot be restored. We have many long-life projects..
