This feature is only in Project Online as you have seen, it is not in Project for the web unfortunately.

Project for the Web has a long ways to go before it can ever be an enterprise project management application, so don't hold your breath waiting for a Portfolio Analysis tool to be added to Project for the Web. If you really need to use Portfolio Analysis, I would recommend you abandon Project for the Web and start using Project Online or Microsoft Project Server instead. Hope this helps.
