In Microsoft Project and in PWA, remember this mantra: "Actuals always replace estimates." That is why your team members are seeing the behavior you document on the Timesheet page in PWA. The project managers CAN see the original planned amount in the Microsoft Project schedule by examining the Baseline Work for each task assignment. But to answer your question, no, there is no setting or view that you are missing. You and your users are seeing the default behavior of the tool. Hope this helps.
