P4W - % complete

Currently, P4W support for all users in the group can change % complete. This is very important and I want only certain users to be able to change %complete, can I do this with P4W?

    Those whom you want to change the % Complete value for their tasks, get them a Project Plan 1 license. Those whom you DO NOT want to be able to change the % Complete value, DO NOT get them a Project Plan 1 license (or Project Plan 3 or 5 license either). Without a license, these team members will get Read-Only access to the project. That is how you control it. Hope this helps.
