If i open a document and add a textbox, the textbox is showing. If i toggle then the textbox appears and disappears. Afterwards i save the document and re-open it, and the textbox is not showing but the option is ON. On another laptop with the same version of Project the textbox is showing. So i dont understand it :-)

Okay but what I said was try toggling the textbox option off and on when you re-open the file and the textbox is not showing initially. Does toggling the option make the textbox appear?
And how about the suggestion to add a textbox to a view other than the Gantt Chart view (i.e. Tracking Gantt view). Does that textbox disappear after saving and re-opening the file? I'm trying to establish if the issue is limited to the Gantt Chart view only.

No it doesnt appear after reopening the file and toggling the option.
I've tried different views but the textbox isn't showing in any view.

Yeah that is pretty weird. If it was just on the PCs with subscription versions (i.e. O365), I would tell you to have you IT folks open a ticket with Microsoft support.
What update do you have installed on the PC with Project 2019?
