The file you sent works fine on my desktop version, and the text box is displayed after saving and opening.
Other tests:
Save and open the file on your local disk.
Reinstall or repair and update the Ms Project software.
Standard monitor resolution (e.g. 1920x1080).
Clear the Project Cache.

Thats the strangest thing indeed. on some pc's it works and some not.
Other tests:
Local disk same problem
Reinstalled Project 2 times en deletet al files in registry and program files but same problem
standard resolution doesnt change anything
In 2019 i dont find a cache and in O365 it isn't checked.
