Moving users projects to desktop app

If the user does not have access to Project Online where the projects are saved, you'd either need to give them access (probably the best approach) or get a user that does have access, open the project from Project Online in Project Desktop and saves a copy of the project as an MPP file then send it to the user. This can be done with Save As or one of the Share options.
