The software that is included with Project Plan 3 is formally known as Project Online Professional. It is part of Office 365 and is literally the absolute latest version of the Microsoft Project desktop application. It has all of the features you see in Microsoft Project 2016, plus includes Agile project management tools as well.
And yes, you will find the Timeline view in Project Online Professional. Hope this helps.
