JIRA vs MSProject

My org is planning to purchase JIRA for ProjectManagement. I have heard things like for Large Complex scale projects both JIRA and MS Project functionality needs to be combined to manage projects. Is that true Does MSProject latest version include all agile planning capabilities as JIRA .Any thoughts?
