Internal Access Error (or Internal Permission Error)

Hello,

We have a customer working on Project Server 2019 (Pro 2016).

One user on a specific project gets on open a message "Internal access error. Please contact you system administrator" (the message is in Hebrew, so it might translate to "Permission" instead of "Access"). 

What's the source of this error?
