How to enable editing project in project online when linking risks to tasks?

Hello JoannaF ,
You do this via the Related Items feature in SharePoint. From the Risk list, click the risk to load the risk in the display form and click the ADD RELATED ITEM option:
Select the Tasks list - double click it:
That will load the tasks on the Tasks list, select the task you want to link the risk to:
Click the Insert button and that will show the Task/s listed on the Risk display form in the Related Items field:
Back in the Project schedule in PWA, you will then see the Risk icon next to the task/s on the schedule PDP:

Hi Paul, thank you very much for your quick reply. The problem is that proceeding this way I do not see the tasks to choose from, I only see the comment above, that: This project can only be edited through Project Web App, and no tasks apear below.

On the Enterprise Project Type (EPT) settings in PWA Admin, you will need to ensure that you sync SharePoint Tasks Lists like below:
