It seems like you might be using Project for the web / Planner Premium and not Project Online? These are different products. If you want to use Project Online, speak to your M365 admin to get a Project Online site collection created (if you don't have one?) I'm not sure how up to date this Microsoft doc is but here is a link to getting started with Project Online https://learn.microsoft.com/en-us/projectonline/get-started-with-project-online
