Five or more Project for the web licenses required to deploy to Sandbox/Prod environments

Hi everyone

I am hoping to confirm if a customer is still required to have 5 or more Pftw licenses to be able to deploy to Sandbox and Production environments?

As per this documentation: https://learn.microsoft.com/en-us/office365/servicedescriptions/project-online-service-description/project-web-service-description 

Can the customer have Power App (either per user/app) licenses as a means to get around the above restriction?
