What you are looking at is the % allocation and that is simply 85%/75% = 113%. I believe what you want to see is the % overallocation which is the overallocated work divided by the available work. In your example that will be 16.8h / 126h = 13.3%.
Unfortunately that value is not an available metric in Project. And to get that value as timescaled data, Project data must be exported to Excel to calculate and display the value per time period.
If % overallocation is not what you are seeking, then please explain in more detail.
