As you found out it is not possible to use copy/paste to transfer cost rate table information across all resources. It can be done manually or, it can also be done with VBA. If you have only a few resources and only a couple of years data, setting it up manually isn't too difficult. However, if you have several resources with a multi-year cost rate plan, then VBA is the best approach.
