Change the owner of a Program

Launch your preferred web browser and navigate to the Project Center page in PWA. Click the name of a project whose Owner you want to change. At the top of the page, click the Task task to expand the Task ribbon. In the Task ribbon, click the Edit pick list button and select the In Browser option to check out the project for editing. At the top of the Quick Launch menu on the left side of the screen, select either the Project Details option or the Project Information option. Click the Browse... button to the right of the Owner field. In the Pick Resource dialog, select the name of the new owner for the project and then click the OK button. In the Project ribbon at the top of the screen, click the Save button. In the Project ribbon, click the Close button. Click the OK button in the Close dialog to close and check in the project in question. Hope this helps.

If by a "Program" you mean a master project, then yes, the process will work for the Programs as well. Hope this helps.
