Block creating/deleting projects from P4tW allowing at the same time using other features of P4tW

Hi there,

I'm looking for the way to block users from creating/deleting projects from P4tW level (all projects should be created only using Model-Driven app - in this way all mandatory fields are filled), at the same time giving them possibility to use all other P4tW functions (plan,tasks,board...etc)?

How can i achieve that?
