You're right, it's messed up, I see the same problem with my version, Project 2019 Pro. I haven't used that formatting feature for some time so I don't know when it stopped working. Sometimes when an update is released, a seldom used feature gets "damaged" and nobody notices until, well, somebody does. I suggest you submit a request to the Project feedback portal at:

Not quite. I just updated to version 2502 (build 18526.20168 CTR) and the problem still exists. I hope this isn't another one of those cases where an update works for some configurations and not for others.

It seems we have different versions. My version is 2502 (build 16.0.18526.20168) and yours is 2502 (build 18526.20168 CTR), as you mentioned. Apparently, CTR stands for Current Channel - Targeted, which is the channel for testing new features before releasing the final version.

Not quite, CTR stands for Click-To-Run. I update via the current channel, so it should be the same as yours. Something else is going on. Several months ago there was an issue with VBA not working after a security update. There was a whole raft of back and forth among users with various configurations. The suggested "fixes" worked for some but not others. The mess eventually got resolved with another update but Microsoft never admitted that the security update messed things up and never mentioned in the later update that it fixed the VBA problem.
Fortunately this current issue (bar height) is not a significant issue like the VBA issue so it may be annoying for some users but mostly it's in the background noise.
