Auto checkout project

Hello Peter Cheung ,
Users should check in the project when they close it. That way you know they have finished editing that project. You wouldn't want to force check it in without knowing the user has finished with it. The users can click the "Check in my projects" button from Projects ribbon in the Project Center and check in from there if they have left a project checked out.
