PowerApps Trial Reporting in PowerShell?

Hi Folks,

I'm wondering, is there a way to report on the number of PowerApps P2 trials activated and for whom?

I have a user in an Office 365 tenant who has an E3 license, but PowerApps and Flow are set to the Off position in the licensing screen. Yet, this user has been able to log into PowerApps, create an App and create an environment - yet, the user does not recall ever agreeing to any trial.

If there's a way to determine trials that are active, people using PowerApps and at what level, that would be most helpful.
