Linking Email Threads to Microsoft Lists for Department Request using Power Automate

I have created a Microsoft Form for departments to submit their requests. Each submission will be stored in Microsoft Lists, along with an automatically assigned ID.

When assigners send emails regarding their requests, they should include the exact matching ID from the Microsoft Lists in their email subject.

I need to add include a hyperlink to the email conversation thread between the assigner (department) and the assignee (developers) against the same matching ID. Clicking on this hyperlink should open the email conversation thread.

Please provide guidance for the solution
