'Edit in advanced mode' missing from condition in Flow (in Gov't cloud)

UPDATE: welp, as I'm using a lookup list for that column, I changed the flow to look for the list item ID rather than the list item value and it worked.
Hopefully my rambling to myself out here helps someone else :)
