Can we change the approval email comment text also can we make it mandatory in Microsoft flow?

Unfortunately there's currently no way to enforce comments as yet in Flow. My suggestion is to be clear in the description that comments are mandatory.

There are some threads in other forums that talk about workarounds (such as Do Until loops if the comments are empty) which may give you what you want, but you'll need to decide if that is truly how you want to go.
