Turning off Planner Notifications for everyone when a new Planner is created

I have the same issue, and it appears that there isn't a way to prevent notifications to everyone in the group when a new plan is created. I now only create new plans within a group when I absolutely need to, and before I do, I send a message to the entire team letting them know a new plan is being created, with some detail of who will use it. This is messy, but it helps alleviate any annoyance that the group members have with receiving these notifications. Another option is to create a new Teams Group for the intended project team members.
