Team / Group Owner has to be a member as well to access Planner and add Planner Tab in Teams

According to me this logic is correct as the admin is not the one who needs to be the member of the team as his role is just Teams creation (from admin portal) and delegation.

It looks like this was finally fixed. Just created a Team in the Teams Admin Center and I was added as both a creator and a member.
The logic was never correct, as it was not consistent with the behavior of creating a team within Teams. To reiterate, being just an Owner and not a Member was still sufficient for the team to show up as a joined team within the Teams app. This is probably why this bug went unnoticed for so long.
