Do all of your Team members have a Planner and Project Plan 3 license (I'll call it P3)? You can limit some of what the team members can do if they do not have a P3 license. The P3 licensed individuals (The PM, your Manager) can create and manage Premium Plans in Planner. The remaining staff members (with M365 work accounts only) will only be able to update Progress and provide Task Comments. I have a client that has adopted this as their corporate practice. Team members update the PMs using task conversations and then the PM updates efforts, dates, etc. Send me a note if you would like to connect.
