Microsoft has not yet added the ability to recover deleted plans with items in Planner.
While deleted groups can be recovered with the plans, this is only beneficial if the plan was removed as part of the group deletion. Unfortunately, if a plan is accidentally deleted, the only recourse is to recreate it entirely from scratch.

You can check audit logs from the admin portal.
