Resource Utilisation View

Hi,

I'm using Planner 3 and would like an enterprise view of resource allocation to help with planning new work. I wonder if this is available in MS Planner 3, or if it needs to be Planner 5. If the latter, is the jump up really worth it from a resource utilisation management perspective?
