To satisfy the needs of PMs such as yourself, Microsoft did create what is called an accelerator. The native accelerator might meet some of your needs, but my organization (working closely with the Microsoft product team) reworked the accelerator. It includes an element of Resource Management and Power BI reports that help evaluate resource capacity and engagements considering the entire portfolio of projects - or you can filter your criteria.
