Permissions to edit labels in planner

HI. I'm using a shared task planner in teams. There's a low limit on the number of labels, as a consequence people using the planner are constantly changing the labels - assuming that when changing the label on a card it's not then applying the change globally, which in fact it does. Is there a way to either a) expand the number of labels b) restrict the permissions to change labels?
