Notifications in Planner

Hello Everyone, 

I'm pretty new to Planner app, hence have some questions regarding project notifications. 

As per the enclosed file, I want to know if whole team (99+) is receiving the emails/notifications for new task, comments, or this is only to those users who are assigned to a task. Given the fact that first checkbox remains unchecked.
