Migrating from Planner to Project
Can I create a project in Project Online from an already established plan in Planner? Also, after I sync, if I create tasks in Planner, will the data port over to Project Online?

Unfortunately the answer is no, at least directly. Of course, with some automation/programming you could manage to do it.
