I assume you mean you mean in addition to your M365 subscription, you also have either Planner Plan 1, Planner and Project Plan 3, or Planner and Project Plan 5 licensing so you can create Premium Plans.
In your situation, are some plans Basic plans and some plans Premium plans? I would not be surprised if the Basic plans are limited to Task Comments while the Premium plans support Task Conversations in Teams.
You can easily tell if it is a Basic plan because you will have a view called Schedule. Your Premium plans will include View People, Goals, etc.
