Improve refresh fidelity in Planner Portfolios

Hi, this is a solid feature request. A portfolio view needs to reflect renamed source items or it stops being trustworthy. I would submit the same concise reproduction through Planner feedback and include one example plan, the time of the rename, refresh time, and whether removing and re-adding the plan corrects it. For now, I would treat the portfolio as a presentation layer rather than the system of record. If the names are business-critical, a Power BI or Graph-based roll-up may be more dependable until Planner offers a true full resync and visible sync diagnostics.
