Hello. I believe ways you could address your concerns by:
- Educating users on how to configure their Planner notifications
- Add Microsoft Teams to your work management solution, determining the best way to configure your Teams (perhaps one for your Department) and Channels for each of the Functional Groups.
(The organization I work for, Marque360, does facilitate workshops to help organizations/departments/project teams determine an effective way to use Planner given their specific needs.)
