Create personal kanban-boards in Planner?

In a previous company some time ago we used MS Planner for people to create their own individual Kanban-boards, for their own personal tasks, and then share viewing access with a small team/specific people. So, not shared plans, but limited shared visibility on individual plans.

In new company now I'm asked to make it a group plan for existing MS365 groups as soon as I start a new plan, and that is the only option, without doing that I can't create a plan.

Am I missing something obvious, has this changed, or is this because our Planner is locked down by admin?
