Can't upload files to Microsoft Planner

I have this same issue, whether I open planner up in teams, or on the browser.
When I click "Add attachment" my ONLY option is "a link to a URL", which I don't want to do.
I want to be able to upload a file from my computer. Strangely, ONE time, options for file or link popped up, but I haven't gotten it to come back since then.
It's honestly the only reason why my team is consider going with another project management software.
Any advice would be greatly appreciated.
