Add premium views to a basic plan

We tried to convert a number of basic plans to premium yesterday. In all cases it created a private copy of the Premium plan and kept the basic plan. Was that the expected result? Comments are not migrated to the new plan. Any recurring task creates problems. Anyone else have this experience and a possible solution? Our expectation was to upgrade the existing plan, not to create a copy which leads to administration.
