Requirements for Linking Partner Learn Profile

I ran this by the team and both Juval and MartijnElfers are correct. Here is there official response:
Here is a link to Microsoft Learn, that points out that the user must have completed at least one Certification on the Learn site to link your profile to Partner Center. Link your Microsoft Learn profile to Partner Center and get access to Partner University - Partner Center | Microsoft Learn
For as far as I know, the MSA account needs atleast one certification to connect to ones Partner Center. Otherwise there's no MC ID connected to your MSA account.
