To set up a new supplier/payee, go to Supplier/Payee Onboarding.
- Select Set up Full Supplier
- On the Supplier/Payee Request page, select Start to initiate the step-by-step process.

What is a Supplier?
A supplier, vendor, or partner specifically authorized by Microsoft Procurement to deliver ECIF projects to customers. The customer chooses the supplier who will deliver the ECIF services. Each supplier must then be approved by Microsoft.
How to become a Supplier?
ECIF Suppliers are also often Microsoft’s channel partners. Channel partners can be Individuals or organizations united or associated with each other in activities or spheres of common interest; commercial partners include Microsoft’s Licensing Solution Partners (LSPs), Disti's (Distributors), and Cloud Solution Providers (CSP).

Most of the ECIF information is confidential and can be found in Partner Center and/or Partner University. Since it sounds like it would be best for you to have a designated contact who will guide you through the ECIF process, it's best that you become a Partner.

I tried opening the link for Supplier/Payee Onboarding but it gets re-directed directly to a login page that says that 'the user doesn't exist in tenant Microsoft'. Could you please help?
Also we have received a funding opportunity with one of the CPG majors and wanted to adopt the ECIF route for the customer. Could you provide any information on how to become ECIF eligibile and the criterias? Will be immensely helpful.

To be eligible to handle ECIF's when Microsoft decides to award one to a customer you would first need to be invited to become an ECIF enabled supplier.
Part of the invitation would include setting up a vendor ID in supplier portal, after which you could proceed with the ECIF if it was awarded.
As said, it all starts with being invited by Microsoft.....
