Queries related to ECIF

Hi,

I came to know that inorder to be ECIF eligible, one has to be a registered Microsoft Supplier under Microsoft Procurement. Could you please help me with some information on how to complete the application to be a Microsoft Supplier. In the site for Microsoft Procurement, they have provided the MSA and the code of conduct but there has to be a procedure to be followed. Can you help me with some information?
